Of course that doesn't mean we're free to smoke weed and have same-sex marriages everywhere. Those restrictions are under the category of essential "services." Nope, just payments to veterans, national parks, Internal Revenue payouts (you still have to pay-in), you know, things Congress doesn't use anyway.
